The snipers are a trascendent job class that comes after de Hunter when you "reborn" in the RO world. In any server (official or private) the "reborn" stuff comes when you reach the max level (99/50) as a second job class, in this case, a Hunter. Then you can start a "new life" but now as a Sniper.

The official IRO (international ragnarok online) description says:
One shot, one kill! There is no better explanation than this to describe the Sniper class! The Sniper specializes in assassinating enemies from a distance.
